Ruud Lubbers, the United Nations refugee chief, has resigned in the face of allegations of sexual harassment, a UN spokesman said. An internal investigation report has alleged that last year he sexually harassed a woman following a meeting at the organisation's refugee agency.

Mr Lubbers, the Geneva-based UN High Commissioner for Refugees and former Dutch prime minister, has denied the allegations and rejected the report's findings. It had been leaked to a newspaper last week although Mr Lubbers at first insisted he would stay on in his post. Yesterday, in a surprise change of heart, he tendered his resignation in a letter to Kofi Annan, the UN's Secretary General. The internal UN investigation found that other women had made similar complaints about year-old Mr Lubbers but they had not come forward at the time for fear of losing their jobs.

In his resignation letter, Mr Lubbers repeated his denial of the allegation and rejection of the findings of the investigation. The agency and its staff were an asset for the UN family. The affair is the third to involve the UN in recent months, with the organisation in the spotlight over the Iraqi oil-for-food scandal, and the involvement of UN peacekeepers in a sex scandal in the Democratic Republic of the Congo.

Citing lack of evidence, Annan closes harassment case against top refugee official | UN News

But he's not going without levelling a bitter attack on his boss, UN Secretary General Kofi Annan, who he's blamed for not standing by him in the face of the allegations. Mr Lubbers denied he was anything more than merely "friendly" toward the woman who has made the complaint against him.

On Friday, Britain's Independent newspaper published new and lurid details of the sexual harassment allegations against the UN High Commissioner for refugees, Ruud Lubbers. Later that same day, Mr Lubbers himself faced reporters, at a media conference some described as "bizarre" and "embarrassing". First Mr Lubbers vowed that he would not resign over sexual harassment allegations. Then the assembled journalists were provided with a demonstration of the alleged incident.

While the year-old American woman who made the complaint had claimed that in Mr Lubbers had put his arms around her waist and pulled her towards his groin, he contends he merely placed a friendly hand on her back as she left the room. Mr Lubbers wrote: "the complaint of sexual harassment could not be substantiated. Now in the middle of a series of problems and with ongoing media pressure you apparently view this differently.

To be frank, and despite all my loyalty, insult has been added to injury and therefore I resign as High Commissioner. Certainly the United Nations Secretary-General has been fighting fires on several fronts, with scandal surrounding the administration of Iraq's oil-for-food program, and allegations of sexual abuse levelled at UN peacekeepers serving in the Congo.

In light of that, the inference in Ruud Lubber's resignation letter to Kofi Annan is clear. He believes he's been sacrificed by an embattled Secretary-General, all too eager to silence his critics.
